When a vote closes, add

• How many Active Voting Members were possible voters at the time
  Reason: If conditional shows a different number after the vote passes, the number needed to pass quorum could be changed and no one will remember what the number was
• Show WHAT quorum was set to
  Reason: While not necessary, it could help non-constitution readers tell if a vote actually passed
