Make dates optional in the contest form.

Description:
The add new contest form has a start date and end date as mandatory fields. This doesn't make sense when someone is submitting a contest which is organized regularly (annual or monthly)
Explain what you would expect from this process.

Expected Behavior:
The form should have options like annual/monthly/regularly organized as options in case if the contests are not organized on particular date.

Actual Behavior:

Wouldn't let me submit without a date.

Steps to Reproduce:

Try submitting a new contest without entering the dates and you will be prompted to enter one.
