Restrict chat for underage players

We need to place restrictions on underage users to protect them from the Internet and to protect us from legal issues. The first step in that is creating a LuckPerms group for them.

To start, this group should prevent its members from being able to access chat at all.

It might be okay to let kids participate in party chats. That way, they can talk with their caregivers or their other kid-friends, while still being isolated from general server chat.

I've decided that maybe what is best is to have a special chat channel on both the Minecraft server and on the Discord server that only children, their caregivers, and relevant staff can access.
We should also automatically censor bad language in this channel.
