Update for ICU supporting Unicode 15.
LibreSSL 3.6.0 comes with QUIC APIs so the network backend can now be compiled with support for HTTP/3 using it. Updates to the nghttp2, nghttp3 and ngtcp2 ports as well as a BoringSSL update.
Updates to libpng after 3+ years, and the official libjxl 0.7.0 release.
Some updates to sqlite3 and harfbuzz as well.
