Describe the bug
When try to encode HEVC the error „vpp-gauss requires nppc64_11.dll , not available on your system.” (is the first time happening)

When try to encode HEVC

• gauss: vpp-gauss requires "nppc64_11.dll", not available on your system.
• Unsupported vpp filter type.
