format_datetime function:   must convert to utc tz if no timezone info given

passing in:

 `2019-09-19T00:00:00` 

should convert this to:

`2019-09-19T00:00:00Z`

Current build has inconsistent tz / no tz conversions.  Must standardize all across module `endpoints.py`
