Move translators and amendments to KRM functions from kpt into the krm-functions-catalog repo

We may not need the internal/kptops package in kpt because it contains translators and amendments of "apply-setters", "set-labels", and "set-namespace".

These translators and amendments should probably be in the function implementations in the "krm-functions-catalog" repo and the "internal/kptops" package can be deleted.
