Build python version-specific wheels to allow using newer features

python 3.10 will be EOL in October, so at the latest we can use the buffer protocol then (most recent versions of libraries in the scientific python ecosystem require python 3.11 and even python 3.12 soon, so we might not even need to wait that long).

FWIW in my libraries I build two separate wheel types: one version specific wheel for 3.10, 3.13t and 3.14t, and one ABI3 wheel for 3.11+

might be good to do something like that here, as well. Not sure it's worth keeping compatibility with python 3.10, but the cost shouldn't be that much.

Fun fact, we're actually building python 3.8 abi3 wheels right now, at least on linux x86_64 CI.
