Spurious test in rustc ci

Problem

We are regularly (a few times a week) getting the following spurious CI failure in the rust-lang/rust CI
rust-lang/rust#152164 (comment)

This is always on aarch64-apple, though I expect this may be because the aarch64-apple runner is sadly significantly slower than other runners nowadays

replace::use_a_spec_to_select has been fixed by #16700, and is currently in the queue to merge in rust-lang/rust.

Looks like git::two_dep_forms needs the same fix.
