[PWGCF] Update Femto framework

Adding new features:

• add option for range-based selections. This allows for asymmetric PID cuts, e.g., selecting protons with a range like -2<nσ_TPC<3
• add option for rejecting track candidates based on PID, e.g., selecting tracks based on proton hypothesis, while also rejecting tracks which are compatible with pion hypothesis
• These 2 features necessitated some cleanup in the underlying code for selections. Also added more comments.
