This PR adds stateless tests as dependencies for regression jobs: RegressionTestsRelease now needs stateless_tests_amd_debug_parallel, and RegressionTestsAarch64 needs stateless_tests_arm_binary_parallel. Regression runs only after these stateless tests pass. No product code changes.
