I don't seem to currently have the ability to push to this repository, so I'm submitting this as a PR for now.
This commit/PR fixes the issue with not finding the
sbidcolumn in theobservation_state_band[1/2]tables in the database. Austin removed those columns because they weren't being updated. The new code now grabs the SBIDs from theobservationtable.
