What does this PR do? What is the motivation?

Fixes DOCS-XXXXX

Moves the Bits Assistant Access permission requirement out of the Overview paragraph and into a dedicated ### Permissions section. Expands it to explain that Bits Assistant respects the user's existing Datadog role-based access controls, with a concrete dashboard example.

Hi @vignesh sorry I realize some of these changes are already in place on the current docs, but after re-reviewing, I think it would look cleaner to remove the ticks around those statements if you don't mind!
But I went ahead and approved as it's non blocking :)
