Maybe the changelog could mention that you can now set min utilization on workers separately now? That seems like a nice change, btw.

This adds
min-utilizationin the main scheduler (not only auto alloc scheduler).Btw: It removes
--min-utilizationfrom autoalloc options, but adds it to the shared worker config, so it is not a breaking change from CLI perspective.This should finally solve the problem in #937.
