PDND provides a governed way for Italian Public Administrations to expose and consume versioned e-services. A successful exchange is only the beginning: value emerges when exchanged information remains trustworthy over time, can be combined with internal data, reconciled across multiple providers, and reused without scattering transformations across the application landscape. This paper proposes a consumer-side standard based on the Medallion Architecture (Bronze–Silver–Gold), treating data quality as a measurable outcome of the integration lifecycle. The approach separates source conformance from cross-source integration concerns (entity resolution, survivorship) and introduces ontological interoperability in a vendor-neutral way through semantic profiles and controlled vocabularies. A production-oriented .NET blueprint is included to illustrate ingestion boundaries, idempotent processing, deterministic quality gates, quarantine, and publication of integrated data products.
