Ideally we would not care what a release name looks like at all, but there are still a few places where it's hard to get rid of the logic entirely. We'll get close here; this should at least be resilient to when the 5.0 release comes along. FeatureGates.js: use release attrs to get earlier releases Sippy "Install health": still has different behavior before 4.11; once we delete all prior releases this can finally go away.
