LGTM
I understand that #join-our-public-community-meeting is the link to just above section, so it's not broken.
Simultaneously I think it's hard to notice where is the link target when clicking it because it's too close.
As of all, I think this change is reasonable.

Summary
This PR fixes a broken public meeting link in
CONTRIBUTING.md.The existing link was not accessible, which could make it difficult for new contributors to find or join PipeCD community meetings.
