Adds camera panning to the F3 Lab. This led me down a whole rabbit hole and now the F3 Lab's camera controls match POF Tools, including scroll wheel for zoom in/out. With the additional controls added, I changed the controls reference from plain drawn strings to a controls reference window in IMGUI which is just a better user experience and easier to read.
Fixes #4568
