[Warlock] Fixes and updates to Felguard, Embers of Nihilam, Ruination and Wicked Reaping

Several changes to the Warlock module:

• An additional Fel Armaments effect is always active, even when the talent is not selected. If the talent is selected, both effects stack.
• Fixed a bug where the extra duration from the Empowered Felstorm talent was not being applied.
• Minor adjustment to the Felguard ap-from-sp ratio.
• Added that Ruination now triggers Demonic Art (though it still does not trigger Diabolic Ritual).
• Added that Ruination now triggers Dominion of Argus.
• Implemented the bug where consuming Nightfall with Malefic Grasp do not trigger Wicked Reaping.
• In sims, the Demonic Oculi buff was being consumed too early (right after the first explosion impact), causing subsequent impacts to deal no damage.
• Fixed the bug where RoF does not proc Echo of Sargeras without a valid target selected.
• Fixed the bug where RoF does not proc the Vision of Nihilam buff.
• Echo of Sargeras is now 100% effective with RoF (previously 50%).
• Tyrant with Antoran Armaments (Burning Cleave) has a very narrow arc, so it often misses some targets. This behavior is replicated through a new temporal configurable option (tyrant_antoran_armaments_target_mul) that controls the ratio of affected targets from Burning Cleave (default is 1.0: hit all targets). This new option is temporary and will be removed once the arc issue is fixed.
